Privacy Policy

This Privacy Policy explains how PH LIVE (“we”, “us”, “our”) handles information when you use the map, account features, and public webcam tools. It is intended to align with the Data Privacy Act of 2012 (Republic Act No. 10173), its Implementing Rules and Regulations, and related NPC issuances.

1. Scope

This Policy applies to the PH LIVE website, map, account portal, webcam submission and management tools, and related APIs operated for public situational awareness in the Philippines.

2. Personal information controller

PH LIVE acts as a personal information controller for account and operational data we decide how and why to process. For user-submitted webcam links and descriptions, you remain responsible for the lawfulness of content you publish; we process that content as needed to host, moderate, display, and secure the Service.

3. Data we collect

  • Account data — name or display name, email, authentication credentials or tokens, and basic profile settings.
  • Webcam submissions — stream URL, title, description, category, location (coordinates, city, province), evidence links, and your confirmation that the feed is publicly accessible and that you are authorized to share it.
  • Usage and technical data — IP address, device/browser type, approximate location derived from IP where needed for security, map viewport requests, and standard server logs.
  • Support communications — messages you send us about access, abuse, or takedown requests.

We do not intentionally collect sensitive personal information through webcam forms. Do not submit streams or metadata that reveal private residences, minors, medical settings, or other sensitive contexts without a lawful basis and appropriate consent.

4. Purposes of processing

  • Provide and improve the live map, layers, and account features.
  • Verify, publish, update, or remove public webcam listings you manage.
  • Detect abuse, spam, unauthorized streams, and security threats.
  • Comply with Philippine law, lawful orders, and regulatory requirements.
  • Communicate service notices related to your account or submissions.

5. Lawful bases (RA 10173)

Depending on the activity, we rely on one or more of the following:

  • Your consent (for example, agreeing to this Policy and webcam publication terms).
  • Contractual necessity to provide account and submission features you request.
  • Legitimate interests in operating a public-interest situational awareness platform, balanced against your rights and freedoms.
  • Legal obligation when we must retain or disclose data under Philippine law.

6. Public webcams and privacy

PH LIVE displays publicly reachable webcam feeds and related metadata on a public map. Submitting a camera makes associated listing details visible to other users. You must only submit feeds that are already publicly accessible and that you are authorized to share.

Camera operators and submitters are responsible for notices, signage, and compliance with privacy expectations at the capture location. PH LIVE does not control third-party stream operators or what appears in their live video.

7. Sharing and disclosure

We may share data with:

  • Infrastructure and hosting providers needed to run the Service.
  • Upstream data providers whose layers appear on the map (subject to their terms).
  • Competent Philippine authorities when required by law, court order, or lawful request.
  • Moderators or contractors bound to confidentiality, solely to operate the Service.

We do not sell personal information.

8. Retention

We retain account and webcam records while your account is active and for a reasonable period afterward as needed for security, dispute resolution, and legal compliance. Server logs are kept for a limited operational window unless a longer period is required for an investigation or legal process.

9. Security measures

We apply organizational and technical measures appropriate to the nature of the data, including access controls, transport encryption where supported, and monitoring for abuse. No system is perfectly secure; you are responsible for safeguarding your credentials.

10. Your rights

Under the Data Privacy Act, you may request access, correction, erasure, or blocking of your personal data, withdraw consent where processing is consent-based, and lodge a complaint with the National Privacy Commission, subject to lawful limitations. To exercise rights related to your PH LIVE account or webcam listings, use in-product account tools where available or contact us through the channels published on the Service.

11. Children

The Service is not directed to children under 13. Do not create an account or submit cameras on behalf of a minor without appropriate parental or guardian authority under Philippine law.

12. Cross-border transfers

Infrastructure or vendors may process data outside the Philippines. Where transfers occur, we take steps consistent with RA 10173 and applicable NPC rules to protect personal data.

13. Changes

We may update this Policy to reflect product or legal changes. Material updates will be indicated by revising the “Last updated” date. Continued use after an update constitutes acceptance of the revised Policy where permitted by law.

14. Related terms

Use of webcam submission and the Service is also governed by our Terms and Conditions, including limitations of liability (walang pananagutan) for management and operators of PH LIVE.
